Liberty provides an option that can allow or prevent items from being marked as "Donated." One can set this in the following places:
- Tools > Options > Account - Check or un-check the "Set New Accts to Allow Donate." This will make it so ALL NEW ACCOUNTS will be set in whichever manner you decided. This means that all of those accounts' NEW ITEMS will be set in whichever manner you decided. For example, if I had this option un-checked, when I add a new account, all of that account's new items will be set to NOT allow donation.

- Account Detail > Information tab - If I would like to set specific accounts to allow or not allow donations, I would toggle this option on the account itself. Only new items would be set as such though, not existing items.

- Item Detail - On the item itself, one can decide whether or not (on a per item basis) if the item can be donated or not.

Ultimately, if you're seeing a message that states "Donation is not allow for this item. Item #: xx-xx"...

...then that item in particular does NOT have its "Allow Donate" option checked. How it got that way in the first place, was decided by the Account Detail option on tab #6, which was ultimately inherited from the option set under Tools > Options.
To recap:
- One can set Liberty so that all new accounts will be set to allow or not allow donations.
- Based on this setting, all new accounts will be set to either allow or not allow donations and thus, all items entered into said accounts will be set accordingly.
- One can toggle this option on a per-account OR a per-item basis.
