If you are seeing this message after clicking the "Pay Client" button in an account...

It is because the Account Payment process under Activities > Accounting > Account Payments has been started, but not completed.

To remedy this issue:

A) Complete the check-run via Activities > Accounting > Account Payments

or

B) "Clear Check Run" via Activities > Accounting > Account Payments
